WHAT IS IT AND WHY DO I NEED IT? 

Among other things, This will allow you to remove the handle for transportation situations, such as fitting the 8426 cart in the upright position under a Pickup truck Bed cover. 

ADDITIONAL NOTES ABOUT THE KAIZEN KOLLAR:

Please keep in mind, as stated in the below video, that in order to gain the release of the handle, you add a process to the handle functionality.  In order to raise or lower the handle, you must pop the spring pins, before you use the Milwaukee handle release button.
